User Declaration and Site Terms of Use

Section 51 (2) of the Environmental Protection Act (1990) enables Local Authorities to restrict the availability of HWRCs to specified descriptions of waste.

Household Waste Recycling Centres (HWRCs) across the District of Wakefield are to accept household waste only. Waste generated through business, commercial or trade activities or through other organisations such as charities cannot be deposited at HWRCs and must be deposited at other licenced and permitted waste management facilities, this includes asbestos waste.

By signing and submitting this form you are declaring to Biffa Waste Treatment Services Ltd:

• That only waste generated from your own household is being deposited.
• That no waste generated from business, commercial, trade activities or from other organisations is being brought in by you.
• That the information supplied to Biffa Waste Treatment Services Ltd on this form is accurate.

Additionally, by signing and submitting this form you are agreeing that:

• Once waste has been deposited at a HWRC, it becomes the property of Biffa Waste Treatment Services Ltd. Biffa Waste Treatment Services Ltd therefore has the right to undertake any further investigations necessary to identify the origin of the waste (including taking photographic evidence and records of the deposited waste).
• Biffa Waste Treatment Services Ltd may pass details of suspected commercial and trade waste to relevant authorities (such as the Wakefield Council and the Environment Agency) to enable further investigations to be carried out. This information may be used to issue fixed penalty notices or as evidence in a prosecution.
• Subject to investigation, any unlawful deposit of business, commercial or trade waste at any of Biffa HWRC’s is considered an offence under the Environmental Protection Act 1990 and person(s) responsible may be prosecuted and fined up to £50,000 and/or receive a custodial sentence of up to 5 years upon conviction.

Asbestos is a naturally occurring fibrous material that was used to make building materials stronger and fire resistant. The presence of asbestos in your home does not necessarily create a health risk but risks arise from breathing in the microscopic asbestos fibres that are released through handling asbestos. There are three types of asbestos – we only allow the disposal of white cement resin bonded asbestos to be disposed of at our Recycling Centres.

If the material looks like or resembles asbestos, then it will be treated as asbestos.

Asbestos disposal appointments can be made at Wakefield Denby Dale Road or Glasshoughton HWRCs at least 24 hours prior to deposit via the online booking system. Asbestos is only accepted at the Recycling Centres Monday to Friday between the hours of 9am to 11am. Disposal is not permitted on a weekend or Bank Holiday.

Please ensure that all parts of your online booking form are complete. Biffa Waste Treatment Services Ltd, or Wakefield Council, may refuse admittance if any information on the form is incomplete or incorrect. Completion of our online application form does not automatically grant access. Vehicles found to contain asbestos waste generated by commercial, trade or business activities, or any other organisation’s waste or recycling will be refused disposal at the HWRCs.

Asbestos deposits must be double wrapped in heavy duty plastic, taped and sealed. Our staff will check that the asbestos is wrapped as per the guidelines. If the asbestos is not wrapped sufficiently, staff can refuse disposal and an alternative appointment must be made. The customer will need to carry their own waste into the receptacle. Biffa Employees are not permitted to carry the waste for you.

Maximum disposal limit of 10 bags or sheets in a 12-month period (January to December). We reserve the right to refuse further bookings once this limit is reached. Sheets must not exceed 6ft in length with a weight no more than 20kg. They must be individually wrapped; we cannot accept packages containing more than one sheet. Most DIY suppliers stock heavy duty plastic bags and sheeting.

On arrival at your chosen site please advise a member of staff that you have made an appointment. You will be asked to provide proof of residency within the district e.g. utility or council tax bill; this will be checked against your booking form before you are allowed to proceed with disposal.

You will be directed and accompanied by a member of our trained staff to the asbestos container where they will open the container for you. You will be able to walk in and deposit your wrapped asbestos. You will need to place all your material in the container provided so where possible, wrap it in sizes that you can carry comfortably on your own; our staff are not permitted to assist you with this process.

Before leaving the site you will be asked to sign the completed asbestos booking form and you will be given a copy as proof of disposal.

Any evidence of commercial, trade, business or another organisation’s waste will be investigated. Biffa reserve the right to take photographic evidence of waste they suspect to be commercial / trade or business for investigative purposes. Asbestos waste originating from a household where a builder or contractor has removed the Asbestos for you must be taken away by that builder or contractor as part of their initial job; this must be disposed of correctly at a hazardous landfill site. The responsibility for its safe disposal is for the householder and contractor to manage. A builder or contractor cannot carry waste for you to a Household Waste Recycling Centre.
